said he had received information to the effect
that the Governor was sending a further despatch
urging reconsideration of H.M.G.'s attitude
towards the scheme. This information had
been received about February 14th, and No. 23
is dated February 25th. It, therefore, seems
as if 23 may quite possibly be the despatch in
question.
23 requests an answer to para. 4 of
110 on -/38, which was promised in the form of
an official despatch in our telegram at 112 on
that file. Mr. Gent then drafted a despatch
(134 to 136 on -/38) which was sent to the F.0.,
Board of Trade and Air Ministry for their
concurrence. They all agreed to the terms of
this despatch, and recommended two additions
at the end of para. 3 (See 3 and 4 on this file).
Unfortunately this despatch got overlooked and
was never sent off. At this date the Air
Ministry's suggested addition seems of little
value since it is clear from 18 that
Messrs. Dodwell and Co., are not prepared to
consider the Burma scheme; but I suppose there
would be no objection to its inclusion.
I, therefore, venture to submit a revised
draft amended accordingly.
No. 24.
The F.O. have now withdrawn their
objection to the scheme provided it is made
clear that export of aircraft to China or Japan
will not be permitted while hostilities
continue, and agree to Mr. Dodwell being
informed as in Mr. Cowell's Minute of 2/3/39.
